Silicon Valley Clean Water is lead by an executive team of scientists, engineers and management professionals in the wastewater industry. The Leadership Team oversees all operations including the seven divisions: Operations, Maintenance, Safety, Laboratory and Environmental Services, Engineering, Information Services, and Human Resources, plus the RESCU program.

Matthew Zucca
Manager
Matthew Zucca is the Manager of Silicon Valley Clean Water.
Zucca is a professional engineer with more than 30 years of experience in the water and wastewater sector with over 20 years as a consultant where he helped a wide range of clients solve their environmental and infrastructure challenges. He is also a 30-year resident of Belmont and has served on the Board of Directors for the Midpeninsula Water District for over 20 years, demonstrating his commitment to and understanding of public service, public agency governance, and our community. Prior to joining SVCW, Zucca was Assistant Director of Utilities overseeing the water, gas, and wastewater utilities at the City of Palo Alto and Public Works engineering at the City of San Mateo. He has a strong track record in strategic planning, cross-agency collaboration, and stakeholder outreach.
Zucca earned his bachelor’s degree in civil engineering from the University of California, Davis, with dual specializations in Structural and Environmental Engineering.
Matt Anderson
Assistant Manager / Chief Financial Officer
Matt Anderson joined SVCW in 2014 as the chief financial officer. He has more than 25 years of financial management experience in the water and transportation industries. Prior to joining SVCW, Matt served as CFO for the Goleta Water District in Santa Barbara, California. He also worked in the airline sector for fourteen years, most recently as managing director of finance and administration for the international division of Northwest Airlines. Matt has managed $500 million annual operating budgets spanning nine countries, 200 cost centers, and 2,000 employees. He brings private-sector experience to the public utility sector by introducing long-range financial planning, zero-based budgeting, and effective management reporting. Matt started his career with the accounting firm KPMG. He maintains his Certified Public Accountant certification and has an MBA from California Polytechnic State University, San Luis Obispo.
Daniel Buenrostro
Chief Operating Officer
Daniel Buenrostro joined Silicon Valley Clean Water (SVCW) in 2008 as an Operator-in-Training, where he began developing his expertise in wastewater management. Since then, he has successfully held nearly every position within the Operations Division, gaining a comprehensive understanding of the field. A proven leader, Daniel excels at motivating teams, optimizing plant operations for efficiency and cost-effectiveness, and ensuring strict compliance with regulatory requirements.
In 2024, he was appointed Chief Operating Officer and remains committed to fostering a positive and productive work environment that prioritizes safety, continuous improvement, and professional development.
Before joining SVCW, Daniel worked in Information Technology and Web Production, experiences that provided him with a valuable technical background, which he has successfully applied to the wastewater industry.
Daniel holds a California Grade 5 Wastewater Treatment Plant Operator certification.
Kim Hackett
Authority Engineer
Kim Hackett joined Silicon Valley Clean Water in 2010 as a senior engineer, managing the design and construction of Capital Improvement Projects within the wastewater treatment plant and conveyance system. She became the director of the Engineering Division in 2012, led the planning and CEQA process for the RESCU Program, and managed the implementation of the overall Capital Improvement Program. She was promoted to authority engineer in 2018. She is leading the RESCU Program through the design and construction phases, and overseeing the completion of the remainder of the Capital Improvement Program. Before joining SVCW, Kim worked as an environmental engineer, both as a consultant and in the public sector, with a focus on wastewater and recycled water planning and design projects. She received her Bachelor’s degree in Civil Engineering from the University of California, Los Angeles and her Master’s degree in Civil and Environmental Engineering from the University of California, Berkeley.
