The Local Hazard Mitigation Plan (LHMP) is a countywide planning document that identifies natural hazards, evaluates community vulnerabilities, and outlines actions to reduce risks before disasters occur. The plan is coordinated by San Mateo County and updated every five years in accordance with Federal Emergency Management Agency (FEMA) requirements. An approved LHMP helps local jurisdictions remain eligible for federal hazard mitigation funding and supports long-term resilience planning.
San Mateo County is currently updating its Multijurisdictional LHMP for 2026, in collaboration with cities, special districts, and other public agencies throughout the county.
Why This Matters
The Local Hazard Mitigation Plan (LHMP) identifies strategies and actions to reduce the impacts of natural hazards before disasters occur. Its goal is to minimize loss of life, property damage, service interruptions, and recovery costs. The plan evaluates a range of potential hazards, including earthquakes, flooding, sea level rise, wildfires, drought, severe weather events, landslides, tsunamis, and dam failures.
